a decade ago, a lawsuit forced our city to use a business tax that is problematic for many reasons. first and foremost, it is a tax on jobs. every time a local employer hires someone there is a business payroll tax that's levied on that person. secondly, it is a tax that is only levied on 10 percent of all businesses and many of these are small businesses who have really been asking for reform for many many years. currently we are the only city in the state of california that uses this business payroll tax. our city government, we spent 6 months earlier this year in conversations with many leaders within the community to propose a change to a so-called gross receipts tax, which is superior on a number of levels. first and foremost, it's a tax on revenue. it's a tax on profit. it's also a progressive tax, unlike the current flat tax it's a tax that exempts small businesses that have revenues of less than a million dollars but it also increases taxes for our most successful and our largest businesses. then the last thing i will mention, it is a tax that will help to recoup the revenues t

and 7, making environmental findings. >> thank you. colleagues, one of the first thing issues did when i joined the board of supervisors was to call a hearing on bedbugs in the city and county of san francisco. prior to that hearing actually a group of many of our residents from neighborhoods, chinatown and south of market and the tenderloin had been convening meetings fore over a year to discuss what we could do about the citywide epidemic that has been plaguing our neighborhoods. through the work group this legislation came forwards a series of recommendations on what we could do to better abate bedbugs and the bedbug abatement issue here in san francisco. this legislation will address three primary issues. the first of course is to actually collect data on bedbug abatement. so to require pest control operators to report to the department of public health on bedbug abatements and to have disclosures and create better information by the city and county of san francisco for tenants, our operators and for our property owners. so i wanted to call up two individuals who have been working

around our campus. it will also help us meet the city's goal of of 20% by 2020. we did a survey last fall and we found when asked why people chose not to ride their bike to campus there were three primary reasons. first was theft, concerned about bikes being stolen. we will build covered secured parking on campus. second was safety, fear of riding in city traffic, especially -- on fell and oak, the major arteries that people have to ride or cross to get to campus. the third reason was hills. we know the wiggle addresses that. we're trying to address the theft issue on our campus. but the safety issue is one that you can really help us with. last -- a month ago we had a orientation and many parents were bringing students to campus. i was out tabling and chairing with parents what we're trying to do with supporting students bicycling to and from campus. painchts raised concern about safety of their children, didn't feel safe allowing children to have bicycles on our campus. i think again by taking this step and moving forward with it i think what is an amazing project and one that's been ca

something about housing first a while ago, this started in new york city called pathways to housing about 20 years ago. and the idea there was prior to this, let's get people ready to housing and then let's get them into housing. that never ever happened with any kind of regularity because people were so badly disabled and the idea they would get better on the streets was frankly a ludicrous idea. the national conversation shifted about two decades ago, the notion of let's get people housed first and then we'll work with them on their disabilities has been not only at local levels but also on the federal level what's been promoted and over the last 8 it 9 years, it's resulted in about a 35 percent decrease in homelessness across the country as well as in san francisco. here in san francisco marc trotz has been a huge pioneer in that regard. for about the last 15 years we've been doing housing first in terms of permanent housing. we are in baseball season so i will say we are losing a san francisco giant to los angeles. with much regret, i'm happy for marc, but he has been a huge propone
